Doug Palmer, CPA

Doug Palmer is a Shareholder and Chairman of the Board of Directors of
Moore Stephens Lovelace, P.A. (MSL). Doug has over 30 years of public
accounting experience and maintains long-term relationships with his
clients; some of whom he has serviced for over 25 years. As a key
member of the Firm’s Skilled Nursing Facility Practice Group, Doug
provides reimbursement and organizational consulting services and
serves as a seasoned business advisor to clients in the healthcare
industry.
Doug has advanced experience providing reimbursement consulting and
cost control strategy to skilled nursing facilities and other
institutional healthcare facilities and healthcare providers. He
provides services to approximately 100 skilled nursing facilities in
the state of Florida. Doug assists clients to optimize their Medicare
and Medicaid reimbursement levels and structure their organizations
effectively. He provides clients with comprehensive guidance during
mergers and acquisitions on obtaining and structuring financing, tax
considerations and organizational structure. Doug also prepares
Certificate of Need applications and Proof of Financial Ability
statements which are required for state licensure and to receive
Medicare and Medicaid benefits. He has additional expertise in the
bond offering process, corporate recovery and financial audits.
Doug has spoken at national, regional and local healthcare
organizations and conferences, including Florida Health Care
Association (FHCA) and a Finance Conference for healthcare providers.
He has also given presentations to clients on acquisitions, financing,
Medicaid and Medicare reimbursement plans, special issues and
regulatory updates. Doug co-authored an article in the Orlando
Business Journal regarding the Florida’s leading role in the formation
of a full continuum of care for seniors.
Doug holds a B.A. in Accounting from the University of South Florida.
He is a member of the FICPA and AICPA.
